Q.Critters Eating My Rose Of Sharons

1 year old plants. Being eaten by critters (rabbits,squirrels). Can I cover with clear plastic bags without damaging plants?

No, clear plastic would heat up as well as stop air flow. You can make a cylinder from hardware cloth to put at base of tree. Here are more tips on protecting plants from critters:
