We have trimmed the 6m long hedge in front garden to 2m high but the hedge is still 30cms thick with little leaf growth on the front. My client would like the privet hedge cut back away from his lounge window to let in more light but my fear is this will only leave a wood facia that may take a year to recover or not at all. What would you recommend?
If the center of the shrubs have had die back, you certainly will be left with twigs.
It is best to prune overgrown shrubs in thirds. Take 1/3 at a time.

How do you dead head gerber daisies?
Cut back the spent flower head and it's stem, close to the plant crown
Is the Bradford Pear a grafted tree? The initial tree that I planted died from the top down, and another growth came out from the root. It appears strong and healthy, but I wonder if it's a pear tree. Should I cut out the old dead tree and try to nurture the upstart. It's about 3 years old.
Yes, it is a grafted tree. The root stock is likely of a pear variety, but unless the grower identifies it, it would be unknown.
I myself left 2 Bradford Pears that died off and left the rootstock. They have served as pollinators for 2 new Pear Trees.
see above... sorry!
