Is it ok to trim shrubs on a soaking wet, rainy day?
I would not recommend trimming/pruning any shrub or tree while it is raining, or even under any wet or humid conditions. The reason for this is the susceptibility of spreading fungal spores that may be present, which can lead to the ultimate demise of the plant. Therefore, it is better to wait for drier conditions.
How do you "top" the plant, if you can? It's at least 8' tall and 40 yrs. old.

I think you may be asking a question about Clematis.
When the flowers fade your left with the fuzzy stamens. They can look quite attractive through the remainder of the summer.
So yes, you can leave them on your plant.

When do you trim a tree - in winter? Should you trim one that got too dry?
This really depends on the type of tree you have, though you can go ahead and take out any dead branches. Most trees are pruned during their dormancy, which is normally in winter. However, depending on the type, it may require pruning in late winter/early spring, or even late summer to fall. As for it being too dry, you may want to rehydrate it by soaking in water for about 15 minutes or so, especially if it's in a pot.

The Coreopsis can either be allowed to die back naturally or can be cut back to about 3 inches in height for the winter.
