Q.When should I cut back Coreopsis and ninebark

Should I cut my Coreopsis and Center Glow Ninebark (Physocarpus opulifolius) back in the fall? If yes, how far to the ground? I live in upstate New York, Syracuse. Thank You!

The Ninebark shrub does not need regular pruning.

The Coreopsis can either be allowed to die back naturally or can be cut back to about 3 inches in height for the winter.
