My plant has white growth in the center and on the leaves. How do I treat this?
Fungus diseases rarely are an issue with Ponytail Palm and the presence may indicate over-watering or poor soil drainage.
Excessive water around the roots will cause Root Rot, and the plant may not recover from this.
Water only when the soil has dried out.
This is likely Mealybug and can be treated with Neem Oil.

I over watered the plant and now the top is brown and soft half way up the stem you can bend it Did I kill it?!
Your plant is most likely in the stages of root rot.

Is this plant harmful to cats?
I cut the top off a 3'ponytail palm after freezing damage. After about 2 months I now have three sets of new growth 1" from the top. You can therefore prune. Just requires patience.

I have 2 Ponytail Palms that was about 6' tall. This past Winter here in Houston, TX, we had a 2 day freeze.. I thought they were fine until a month later when the fronds started turning yellow & falling off.. By the 2nd month, I noticed there was a 4-5" soft spot just 1' from the bottom of the fronds.. I eventually had to cut it off.. Now there are new baby shoots coming out all around where I cut it off, plus about 25 or so shoots all over the trunk.. What should I do? The other Palm that was right next to it is just fine!!
If the bulbs is soft and rotting there is little to be done. It's tough to lose a plant.
I would however remove and propagate the pups.

Use a liquid cactus fertilizer once every 2-4 weeks during the growing season. In the off season, you can decrease to once every 1-2 months or so.

My palm partially froze last winter, I pruned 2 of the stems, one 2.5 feet, and the second about 18 inches. The plant as a whole is doing great and the stem have so much growth the crown around the top of the stems is really crowded. I need to know what to do with the new growth, do I remove some, let it grow as is or what? thank you.
No, pruning is not recommended.
Do to the damage it will not likely appear as it did prior to the frost damage.
