I live at 2400 ft in Mojave desert of Arizona.
Whew, that's a harsh environment for most plants.
Here's a list from a Las Vegas nursery, but your elevation will narrow that down considerably.
Here's another list:

Consider the last two selections mentioned;
hacienda creeper (Parthenocissus tricuspidata)
and Lady Banks’ rose (Rosa banksiae)
A local garden center would be the best resource.
what flowers can be planted in fall in eastern n.c.?
All perennials can be planted in fall as well as spring bulbs. Are you asking about flowers that bloom in fall? If you want fall flowers this year, you'll need to purchase ones that are already in bud. Mums, pansies, Japanese anemone, and asters are widely available. Goldenrods, stonecrop, and Russian sage are also fall bloomers. Some summer bloomers will keep going until frost. A partial list is blanket flower (Gaillardia), coreopsis. shrub roses, and coneflowers. Some shrubs are covered in colorful berries in fall. Beautyberry and Viburnum trilobum are two of these. If a blue flower is what you are looking for, then your options might be very limited. There are a few things that you can do here, though. These two articles will help:

The side of my house is absolutely bare and shaded by 3 large oak trees. I need some shrubs to fill in around the foundation.
This sounds like a spot for many of the hydrangea species. Oakleaf Hydrangeas will be a very good pick for a place such as this.
If you are willing to go outside of a white flower, there are many, many options to choose from. This website offers a list of them: https://www.thespruce.com/shrubs-that-grow-in-shade-2132602
