Possibly, it would depend on your location, type of tree, and its condition. Contact your local Cooperative Extension office to see what they would recommend.

Topping or pruning off of a Pine Tree will not stop the upward growth of your trees.
A new branch will take over as a leader and the growth can be pretty quick.
You will need to continue to top the tree every few years.

These cuts can create a site for disease.

You can cut enough branches to make your wreath in the winter. That will be fine and won't damage the tree. For large-scale pruning where you will remove a larger proportion of the tree's branches, it's best to wait till spring.

There is no way to stop the growth of trees.
I would suggest talking with your neighbor and checking with your city ordinances on property line planting.

Chewing pieces of wood is a classic canine pastime often encouraged by owners who throw sticks for their pet to fetch. While this activity may seem relatively harmless, it can be dangerous for your pet depending on the type of wood. Pine can contain natural and artificial toxins, depending on the source of the material. There is also a risk of internal injury from ingesting broken shards of wood, which can have life-threatening consequences.
    Please check with your vet.
