All the peppers on the plants in my garden have holes in them it’s like something eating them.
It's likely a worm or caterpillar. And the pest could still be inside the fruit. Use a product that specifically targets caterpillars/worms that is safe for edibles.

Hi. I am trying to save a gorgeous calif pepper tree from being cut down. The nearby homeowner is concerned about invasive roots reaching his driveway. A 24" deep trench has been cut on the side of tree facing his home, which seems like it would solve the problem. But people are going to say "You can't be sure that 5 years from now the roots will just grow back, so we have to cut down the tree (65' tall) to be safe." Any ideas on how I can counter that argument? I need to know by this Thursday......
Unfortunately, this will be something for your local authorities to sort out! You can contact your local extension service for more information on this subject matter. This page will help you to find the closest to you:
They are growing and producing like crazy. Is this good? Should I prune again before spring or just put them outside when warm again?
Peppers do not have a dormancy, so it should be treated like any other houseplant. The only exception, which it sounds like you have made provision for, is that they need as much light as they can get.
Indoors, peppers will continue to produce if the environment allows for it. It is likely that they like the spot that they are in.
If you end up getting a harvest before putting it out for the year, then you can prune it as you see fit. If it has not finished fruiting by this time, then you can put it outside to finish, as is.
Otherwise, you will want to care for these plants as you would during the active growing season.

I have several pepper plants that were healthy and producing. Nice green leaves and my Sadabahar was producing really well. I also have Fatalii, Carolina Reaper, Jolokia. Recently the leaves have started turning yellow and dropping. Production has stopped on all the plants. New growth is small spindly leaves. Attached are photos. What could be the issue? All the plants are looking this way. Regards,
This appears to be a bacterial infection from standing water. This can happen when water pools in the bottom of the container or saucer, or if the soil does not have adequate time to dry out between waterings.
From here, it will be quicker to start over with fresh soil, but you can attempt to correct the issue. Generally, it will take longer for correction than it will for a small plant to grow back to a comparable size.
Treat with a fungicide, first. This article will help:

It is good to keep an eye on pH, nutrient content, and moisture throughout the growing process. This is especially important in container. Here are some articles to help with this:

I usually over winter my hot peppers inside. The plant started to leaf with dark green leaves but all of a sudden the leaves turned yellow and brown.
Did you take your plant from inside to outside without acclimating it to the brighter light? If so, that could cause a decline from which it may not recover. Or did you have an unexpected cool night? Also check for pests that may have overwintered with it. Here is info on pests and diseases that should help:

What is wrong with my pepper plants and how do I cure them? No visible bugs and the underside of the leaves are almost damage free. I water them in the mornings and dont get water on the leaves and the soil drains very well.
It may just be sunscald. These articles should help. By the way, I like your painted signs.

Is there anything I can do to rescue them?
Two possibilities come to mind. The first is that these plants were a bit shocked by sunlight and heat after being planted outside. Here are some tips: https://www.gardeningknowhow.com/plant-problems/environmental/leaf-scald-in-plants.htm
The other is that they may have a little case of powdery mildew, and here's some info about that:
