What are these buds?
Those are premature seed pods! The plant can be under some stress, and require fungicides. The browning edges confirm this.

My plants are producing pods now that are cracking open showing yellow seeds. Directions I have read says to harvest in the fall, but they are opening now. If I leave them on the plant until fall, they will get wet when I water the whole garden. What do I do now?
You don't want to collect them till the seeds are purple/black.They might be cracking early due to stress. Many environmental factors can cause this, but usually some early cracking is not a big concern. Just make sure you catch them as they turn dark for the best results. Hello, I live in southern Ontario and noticed white mold on the leaves and stem of my peonies. I have deadheaded them after the bloom. I am wondering if I should cut the affected stalks off or try to treat it before the winter.
You have powdery mildew, a common problem with peonies. Neem oil seems to help. Since it is the end of the season, it wouldn't hurt to cut the stems back and discard them in the trash.

I am asking for information about my peony plants. Do I have to dig up and put in pots in my plastic green house for winter / soon
Unfortunately, you did not include your USDA zone. I am unable to say whether you will need to dig them up or not.
If you are anywhere within the US, you will not need to do so. They are hardy down to zone 2. If you are above zone 8, then you may need to offer summer protection, rather than winter protection.
