Penstemon, How big does it get? Is it a perennial, what are the growing requirements?
They will not usually exceed 3 feet tall. They are perennials in warmer climates, but annuals in hot or cold climates. This article will help: https://www.gardeningknowhow.com/ornamental/flowers/penstemon/penstemon-beard-tongue.htm

I was wondering if you could give me some advice … I purchased 4 penstemon plants and after a week they died … I kept them in the conservatory as the weather was cold and blowy for a week and tried not to overwater them … also I loosely tied them with garden string as the leaves were drooping into the compost … I am tempted to buy some again but would like some advice first Thanks so much
I imagine the time indoors did not help it. Plus the water probably didn't evaporate very quickly so you may have overwatered it.

We don’t get bad frosts here as we are only a mile from the sea.
If they are in pots they will be more vulnerable to cold so would be best brought in to an unheated conservatory or greenhouse. If in the ground they would probably be OK left out, although penstemons do vary slightly in hardiness, depending on the species. A specialist grower could supply more information. As a precaution, you could mulch the crowns with a thick layer of leafmould or compost over the winter.
They are cha cha cherry and midnight masquerade
Generally, the spacing will be 12 inches between each plant. This will, technically, give you room to plant two, but I would not advise this.
That container will be perfect for a single plant, but you may notice a reduction in growth and vigor when planting two to a container.

I live in Waukesha, Wisconsin. I recently was given a Penstemon Red Riding Hood in a pot, it had never been put in the ground. Can I winter this plant somehow and plant it next spring?
It is hardy in zones 5 to 8 and you are in hardiness zone 5. If it were in the ground it would be OK for the winter. Since it is in a pot, the roots will freeze if it doesn't get protection. You can overwinter it in a frost free area like the garage (if it is frost free) or a basement. You can also bring it indoors to a cool room near a sunny window. Water sparingly during the winter
