    We do have article ideas on grass-free lawns. Another option is plant material that doesn't need mowing like a groundcover or a native grass (buffalo) that seldom needs mowing because it has a short height.

    I would leave it and see if it blooms! It may be a flower spike. I don't know what type of plant it is or I would research it. I don't think it is coming out of the snake plants.

    Hm. It would seem that hose diameter might affect how much water is being used, as well as the water pressure in your area. Restricting flow, or using them with a sensor to detect moisture will prevent using too much water.

    As far as the cost- I'm sure that the cost of water is much different in your country than it is mine. I would have to recommend contacting your local agency responsible for the water in your area to inquire on pricing.
