We have spider web patches in the mulch. Is this a problem and what is it?
It's probably not a problem and is actually very normal...depending.

If it turns out to be the good type of bacteria in your mulch, then no worries. But even if it is, I'd be pretty surprised if you didn't see spiders carrying egg sacs running through your mulch this time of year.
Is pine mulch a good choice for flowerbeds? My concern would be if it attracts termites.
Mulch does not generally attract Termites or harbor them.

Can I put the bag of mulch that has mold into my compost?
You should be able to compost the bag, make sure that your compost bin or pile is being properly turned and that you have the
correct ratio of green and brown material.

Certainly mulches can be a place for pests or critters to hide or even make themselves at home, but it does not necessarily attract them.
If you have issue with snakes, perhaps straw mulch would not be a good choice.
In my own garden I do prefer to use Cedar mulch; I like the fragrance and it does help in deterring pests.

Can I put a layer of topsoil with manure in it down under where I put all my new mulch to keep the neighbors cats out of it ? They use all my new mulch as a litter box every year and I don't know what to do!! I have used the stuff you sprinkle on your lawn to keep them out. Doesn't work. Thank you, Heather Whipkey
The only way to really keep cats or other animals out of compost is to use a closed compost system.
