We have spider web patches in the mulch. Is this a problem and what is it?

It's probably not a problem and is actually very normal...depending.

This article will help you determine whether you're seeing actual spider webs or a type of bacteria that's commonly found in piles of organic matter: https://www.gardeningknowhow.com/composting/manures/fungus-growing-on-manure.htm

If it turns out to be the good type of bacteria in your mulch, then no worries. But even if it is, I'd be pretty surprised if you didn't see spiders carrying egg sacs running through your mulch this time of year.
