I started my morning glories indoors & have them climbing on a wire but they are growing so high & it will be weeks here in Upper Michigan before they can be put outside. Can I cut them back or will that prevent them from regrowing or shock them, or stunt their growth?
You can cut them back. It will encourage branching.

I've accidently soaked my heavenly glory seeds for 48 hours. I planted it, and then my sister dumped an enormous amount of water on the plant each day. It's not growing; It's been like this for 30 days. What do I do?

You don't need to separate the morning glory seeds unless you want to plant them separately in the spring. Otherwise, they will grow mixed.
I try to grow MGs outside and in pots. But I can't get this potted one shown to fully flower; it partially flowers (two) as shown in the photo, then wilts, shrivels before full bloom. ? Too little water, too much water, fertilizer, too warm & dry? Do have a suggestion?
Are you trying to grow that one indoors? It's very hard to give plants inside enough light to bloom well. Have you tried a grow light? Fluorescent bulbs or GED grow lights would probably help. Here are their growing needs which should help pinpoint a care issue.

They are very invasive in many areas, and do not require much care. You may want to remove spent blooms before they go to seed if you do not want them to spread, but other than that, they do not require much care at all!
