I bought morning glory seeds and soak them in water and now the little white sprouts are coming out I don’t know whether that white sprout should be pointing up or should it be pointing down into the soil

Japanese beetles are a threat as well as scale, aphids, whiteflies and more. Yours appears to be a mottled tortoise beetle and favors morning glories. The best way to get rid of them is to pick them off by hand and drop them into a bowl of soapy water. If a pesticide is needed, permethrin can be used, but it will kill the beneficial bugs, too. For a less toxic option, you can try Neem oil or insecticidal soap.

You can, or you can choose to leave them until they are almost dead. With morning glories, and their invasive nature, I would not worry so much. You can remove whatever you need to.

My morning glories are being destroyed by something. I have used neem oil and dish detergent on them. They did not do any good. Can you identify the problem?

This bug is eating up my morning glories and they are also getting yellow brown stuff on them. What can I do? I have used dish soap and neems oil. They do not work.
This could be fungal damage, alone, or both that and insect damage! Fungicides will be necessary. Old and damaged leaves will need to be removed.
