I use sheep manure for my garden. Can I apply Lime at the same time as applying sheep manure?
Certainly- a good idea as this will give a balanced fertilizer. But don't if you are growing azaleas etc
We have a drained sewage lagoon that has been left for about 8 years. Would this be good for growing a vegetable garden?
The safety of the waste area for gardens is out of my expertise, though I would urge you to use caution.

I live in India. My house is in Chennai city. I grow Ixora plants. I use cow's manure as fertilizer. How many times can I add this manure? What can I do to get more flowers?
An application of an acid fertilizer in the spring with a ratio of 4-8-8 is beneficial. Many times a Palm fertilizer is used for Ixora.
You can also add 3 to 4 inches of composted manure in the spring around the base of the plants.
This will help maintain the ph level.
You need to make sure the cow manure is properly composted. If it has to high of Nitrogen levels, this will inhibit flower production.

Is horse manure ok to use on lemon trees?
Citrus do need a high nitrogen fertilizer, so composted manures can make a good contribution.
Keep the compost in the drip line of the tree and away from the trunk.

8 to 16 cubic feet of compost per 100 square feet of planting bed.
Compost is generally applied at the rate of 1 to 4 inches of depth worked into the top 6 to 8 " of soil depth.
Most bags of compost are 1 cubic feet.
Manure needs to be properly composted before adding to the garden.
