They were out all winter will they come back?
Lemon grass is a tropical plant that is quite happy in full sun and average garden soil. It is a tender perennial, hardy only in Zones 9-10. Where temperatures dip below 20°F in the winter, Lemon Grass should spend the summer outdoors but be brought in for the winter.

I bought lemon grass stems and i potted them when roots appeared. They are growing fine but the plan has no smell. Is this right?
From my experience, the lemon grass plants don't put out much fragrance while growing, its when you crush it or cook it that you will get the characteristic fragrance and flavor.
my helper thought it was a weed. It was 3’ tall. She cut it to 3”, dug it up. About 30 min later I rescued it and replanted. Might it regrow?
I would think so if you got it in time before the roots completely dried out. Keep it well watered till it gets established again.
Its not lemongrass
It could be any number of ornamental grasses or sedges, some desirable, some not. There is an invasive sedge, Cyperus entrerianus Boeckl, that has a dark base like this one.
Was this planted or did it just pop up? You will be able to tell what it is when it blooms. Then it will be more identifiable.

I planted citronella, lemongrass, marigolds and rosemary in this pot and they grew really big. Just up until last week they looked beautiful and now they are all turning brown. What did I do wrong?
It could be likely that they're too crowded, together. This, or possibly that the soil is lacking in nutrients.
You can test for that, though. These articles will help:
