    The weed can become a real problem over time as the many generations of weeds create more and more roots systems which will keep filling the soil like spiders webs. The root systems are very intensive and will eventually fill the soil to choke out the root system of the lawn itself.
    The herbicide for Winter Grass is unique amongst most other herbicides, this one acts on the roots system of Winter Grass rather than on the leaf system like other poisons.
    Expect to treat Winter Grass for a few years running as the seed banks will take some time to deplete their stocks in the soil.
    Winter grass needs to be treated as early in it's life cycle as possible, in fact the best time to treat Winter Grass is before it is even seen. This is when the Winter Grass seeds have germinated in the soil but have yet to be emerge into the lawns surface.

    Finding something pet friendly is a bit of a task... I would start with a mixture or whitevinegar, Dish soap, rosemary oil, and hot pepper flakes, or extract in water for added protection from insects and pests. Another alternative is to plant a known variety of grass seeds to outcompete the weeds. Otherwise, there are chemical treatments that work for grass very well.. Just be advised that when you go non-natural, it gets harder and harder to control weeds without damage to other plants/animals.

    Aerating your lawn will give you more rooting area for the grass to hold on to, as well as introducing oxygen to the root zone. This will ensure a more full lawn. Over seeding will ensure that most of the seed survives, and also contributes to a more full lawn.

    Yes, unfortunately it seems like the most viable option is loading some new soil, and re-seeding. I will suggest using dolomitic lime, and wettable sulfur to both control pH, and make sure there are no fungal, or bacterial spores left in the soil.

    I am not aware that it would have much effect, if any on moles. I doesn't appear to repel them. It will help keep away bugs, but not mammals as far as my research goes. If you still want to try, it is up to you. It seems to be a new world there. Now there is a method of live capture using coffee cans, but I do not think this is what you are referring to.
