This looks like rose slug damage. Insecticides are available or you can try hand removal of the small green caterpillar-looking slugs. They usually feed on the underside of the leaf. Here is more info: https://www.gardeningknowhow.com/ornamental/flowers/roses/rose-slugs.htm

It sound like you may have an insect problem. Rose curculios are easy to spot so we can rule them out. Thrips and rose midges are very small and hard to find. Thrips suck the juice from buds and rose midge eggs are laid inside a developing bud. Both cause the bud to fail, turn brown and fall. Here are articles on rose midges followed by thrips: https://www.gardeningknowhow.com/ornamental/flowers/roses/rose-midges.htm. https://www.gardeningknowhow.com/ornamental/flowers/roses/rose-thrips.htm

The internet is full of potential control measures. Using systemic insecticide will harm good and bad bugs, including bees, so it is reserved for severe infestations.

They may be taking a rest break from the first big bloom cycle. Give them some kelp meal, 1/2 cup per bush worked into the soils and some organic rose food and water it all in.

That can be a sign of stress. But in high heat, they will do that as well. Keep them well watered and give them some kelp meal to help keep their soils home nice for them. 1/2 cup per bush.

Maybe. Water them with some water that has both a product called Super Thrive and a Root Stimulator in the same water. Do this the next 5 to 6 times they need watering. Also sprinkle 1/3 cup of Epsom Salts around the base of the rosebushes, work lightly into the soils and water in. It is okay to use the same water mix above to water it in.

It sounds like they got some spray drift on them. Keep them well watered and give them some water that has a product called Super Thrive mixed into the water the next 5 to 6 times they need watering. The super thrive is not a fertilizer but rather a vitamin like tonic for them, goes a long way in helping them deal with all kinds of stress and shock. Let the company know they need to be careful of spray drift too!!

KnockOut roses are not fussy about dead-heading. Standard rose rules are to move down the cane and cut just above a leaf with 5 leaflets. This isn't necessary with KnockOuts. Unfortunately, unless there is a new variety out, these shrubs do not produce nice rose hips. They simply turn brown and will fall off the plant eventually.
