If you are looking to help regrow foliage, use a fertilizer that is a little higher in nitrogen. Plants use nitrogen to grow/regrow leaves. Don't go overboard with the nitrogen though, as too much can inhibit the plant from fruiting.
Kindly educate me on the proper weather conditions required for succesfully growing kiwi plants (the max and minimum temperatures this plant requires, rainfall needed, etc. ).

In your area you would be ok with growing the more familiar tropical kiwi (egg size, fuzzy fruit). Actinidia deliciosa can take temps down to about 15F, so if you do not see temps lower than this, you can grow this kind.
Keep in mind that you will need both a male and a female plant to produce fruit.
