how can I get rid of these lubbers. I had used Neem oil last year, sometimes three times a day! I know they will be here soon, if not already, They seem to like the same plants I do. Some neighbors are not affected at all. HELP!

I noticed fungus gnats at bottom of plant from excess water in tray, now flying around driving me crazy.
A better remedy is to put 1/4 of a "mosquito dunk" in a full watering can and drench the soil of affected plants. As you noted, the presence of fungus gnats often indicates over-watering. Also important to their control is to empty saucers under plants within several minutes of watering. Mosquito dunks should be available at hardware stores. Yellow sticky traps may snare the adult flyers. I have a big infestation of this small insect in one of my plants. It also attacked two others, but to a lesser gravity. They are in "quarantine" for the moment. I assumed they were aphids, and treated my plants accordingly, but I wanted the opinion of an expert in case I'm not doing the right thing. I want to solve this problem asap. Thank you for your help. I am a new gardener but want to give my plants the best possible start. In the image 4553 you can see all 3 worms I have in my soil. The grubs, I have hopefully killed but I am not sure what the yellowish thinner worms are and whether they will do damage. Can anyone help?
I would definitely try and remove as many of those grubs, and anything that doesn't look like an earthworm. They can munch on young roots, and do some damage.
