What exactly are you seeing? And can you send photos?
"Grubs" usually refers to insect larvae in the soil that may feed on plant roots.
Insect pests on cycads include mealybugs, which appear as white fuzzy masses, usually on the underside of the leaves. Is that what you are seeing? If so, wash them off with a strong jet of water, or wipe them with a rag or cotton glove. After you reduce the amount of pests present, Neem oil spraying will help with suppression.
I noticed these tiny white lice looking bugs all over the leaves of my house plants. Googled a bit,plant lice/aphids? tried dish soap/water/veg oil mix in a spray bottle and sprayed every leaf on every plant making sure to drench the heavy bug areas. Repeated every two days for a week. Each time I go to respray it's like they multiply.... I do not have windows to sit my plants at/under so I use grow lights 12hrs on/off a day in the corner on my kitchen table. I have about 15-20 plants,they do have a lot of mold on the ground surface but I don't know how to stop that (I read the mold breeds the aphids? ) How can I get rid of the aphids and maybe the mold?
They are, in fact, aphids! This can be controlled quite easily with simple neem oil. Otherwise, garlic, chrysanthemum extract, rosemary oil, and thyme oil are a good defense against these.

As for keeping the mold away... Make sure that you only water after the first two inches of soil are completely and thoroughly dry. This will keep infections from forming in the future.
I have been using insecticidal soap but it hasn't touched them.
Sticky traps may be the best method. You can also place the plant in a plastic garbage bag with the sticky trap for a few hours. This should help you get them under control.

Those are cicadas. You will not get rid of them, and they won't be treated. They remain in ground for most of their life, only coming out to shed its skin, grow wings, mate, and die. Some can still feed on trees, but most have no way of consuming food.
There are different waves that come in different numbers of years such as 7 years, 13, years, etc. Each is a different species.
They will not harm you or anything else, but they are VERY loud. standing under a tree filled with them for several hours can cause hearing damage. Any loud noises will also attract the to you, or the object making noise.
They are edible, however. The females are... the males are hollow, and quite useless for this purpose.
