The nutrient content of the soil may be off - too much nitrogen and not enough phosphorus. Feed it some high phosphorus fertilizer or add bone meal to the soil to encourage blooming. Here is more information: https://www.gardeningknowhow.com/garden-how-to/soil-fertilizers/phosphorus-plant-growth.htm

Friends offer well meaning advice. If your friend has performed a soil and/or leaf testing, I would withhold action until testing is done and results with recommendations are reported back to you. The following article has a lot of information you should find helpful: http://homeguides.sfgate.com/brown-leaves-cape-honeysuckle-36430.html

Aphids commonly affect these plants and this is most likely the pest you are seeing. Neem oil is an effective treatment for these pests and quite safe to use, so there's no threat to other plants, beneficial bugs, pets, or even humans. Here is more info: https://www.gardeningknowhow.com/problems/pests/neem-oil-uses.htm

The perception of honeysuckle scent is rather a personal thing. Many people report that the scent of honeysuckle is most noticeable at night, without regard to variety of plant. However, because night flying pollinators are most attracted by white and yellow blooms, honeysuckle with those color flowers may be more likely to have stronger night time scent. Here's an article that refers to common varieties: https://www.gardeningknowhow.com/ornamental/vines/honeysuckle/types-of-honeysuckle-plants.htm
