We planted hibiscus trees outside this past spring. We live in eastern Idaho where the winters are pretty harsh. Can we cover our trees and leave them in the flower bed where they are planted, or do we need to transplant them to pots and bring them inside for the winter?
Hardy hibiscus need little winterizing. You can mulch around the base of the shrub in fall, but that is all they really need. Once they are planted, they should be fine from year to year.

My 2 Hibiscus bushes in my yard (1 borders the lawn) seem to have a massive amount of white mold on the lower leaves. They look kind of like they have spider webs, but I don't see any bugs. The leaves feel sticky to the touch. There is so much of this white powder coming from the bush by the lawn that the street on the opposite side of the bush from the lawn looks like someone poured flour all over it. What is it and how do I get rid of it?
While I cannot be totally sure, the white powder you mention sounds like powdery mildew. However, the webbing and sticky stuff that you speak of sounds more like either mealy bugs or spider mites. I have a hibiscus bush planted in my garden. I live down at the Jersey shore and I am wondering if covering it with burlap will be all right for the winter? Also, for my hardy hibiscus, do I cut it down, and if so, when?

Since it was recently planted, it's most likely shock attributed to stress from acclimating to its new environment. This will oftentimes work itself out, but make sure that you keep giving the plant plenty of water.
