Plant looks healthy but has too many small leaves and they appear even on the braided part.
Summer can be a difficult time for hibiscus as well as many other plants, who develop smaller blooms/foliage if environmental conditions are not favorable for blooming. The plant is also trying to grow new branches from below so consider cutting those new leaves/branches.

Is it too much water - plant is in sun and blooming profusely?

iscus flowers? They seem to have a seed pod inside. My hisbiscus face east and have a lot of sun. They have pink blooms. Very pretty.
Likely, a couple of seeds have managed to plant themselves! This can happen with happy shrubs.

I have 4 hibiscus plants, I think they are 4 years old. They have been wintered outside and in spring they have always returned vigorously and flowered quite well. This year all of them are 2-3 feet shorter than seasons past. Each year as they re-grow I add soil to the top of the container but have not ever dug down around them and replaced the soil. They are in very large containers in the full sun, barely shaded by a dogwood tree, watered twice a day when necessary- fertilized regularly- I cannot come up with a reason they are all shorter. Any ideas? thank you I would apprciate a notice via e-mail.
It could be very likely that thy are rootbound! Doing some root pruning, or potting up into a larger container can help:
