I have tried traps (worked twice, then chipmunks learned how to take food out of trap without making it spring closed), Tabasco sauce in their hole, flooding their hole, spraying the area including the whole hibiscus leaf and bud with product that promises to repel them. None of this has worked. Help!

Your answer depends on what type of hibiscus you have. Some hibiscus are hardy and some are tropical. Tropical plants usually have very glossy, dark green leaves. Hibiscus has to go through a cold period to reset the bloom cycle. If you brought the plant indoors and didn't let it go dormant, the bloom cycle hasn't been triggered.
