Why would the green bean pods turn white on the vines?
when pods are left on the vines and turn colors this means you can store them as dried beans to use all winter...put them in a Mason jar... the green must be all gone on the inside of the pods...add them to soups...there are many ways to use dried beans.....b
My beans are blooming. Should I fertilize again when small beans appear?
Fertilizer is generally worked into the soil at planting and a 2nd application just prior to blooming.
I do feed my bean with Epsom Salt during their growing period. I feel the results are better with this treatment.

All that's left of most of my bean plants are a stalk with two stubs where the leaves were. Will they come back or do I need to replant?
It depends on how healthy they are, how mature they already were, and the growing conditions in your garden. You should replenish your plants with new seeds just in case (you can always freeze or give away extra fresh beans).
Regardless of whether all or only some come back, you definitely need to get control of whatever ate them (it could also be rabbits). These articles may help you:

I was told that I should snip the flowers of my green bean plants now, that they are too young at this time, and will yield a better crop. These are not pole beans, just regular green beans, I guess they are called bush beans. I can't seem to find any info on this, just regarding the pole beans. If yes, do i snip all the flowers??

Green beans plants look big and healthy and vining, got some blooms but no beans. Its been a month the plants hbeen growing. what could be wrong?
High temperatures can stress the plants and cause issues with the flowering.
Water stresses can also be an issue.
You can try shade cloths over the plants if your temperatures remain high to help reduce the stress the plants are under.
