My seeds do not germinate. What to add while seeding? The ground has been made properly. But still, the seeds do not germinate
It depends upon what kind of seed you're trying to germinate. There are several possibilities. The seeds could be too old, the soil may not be warm enough, maybe there's a watering problem, or maybe the seeds need special pre-treatment. Also, the seeds may not be viable. Where do the seeds come from? Here are two articles that should help:

Is planting indoor absolutely necessary or are there so seeds that needs to be started indoor?
Starting seeds indoors provides a method of jumpstarting plant growth before setting them outside. In northern areas where the season is short, starting indoors can make sure there is time for maturation. If you enjoy a long summer season you can certainly direct seed your plants now.

Im trying to figure out if I can actually make a garden from the discarded parts of my fruits and vegetables. And if so, how?
Yes. You will remove the seeds, allow them to dry, then plant them as you would any other seed. There are a few stipulations, however. They will not resemble their parents in most cases.

The spacing varies depending on what you are planting, but the seed packet will tell you how to space it.
I'm a brand new gardener and I just finished planting my first ever vegetable garden (yay!). I'm now looking ahead to next summer and trying to create a planting schedule for next summer. I live in Zone 9b. Please see my questions below. Q1) What summer vegetables in Zone 9b do best when transplanted in early summer? Q2) When is the best time to sow the seeds of those vegetables indoors so that they will be ready to transplant by next summer?
These questions require a more complex answer than I would be able to give, here. Fortunately, we have many articles on the subject so that you may be able to research to suit your needs. These articles will help:

Pacific Nw. Do I need to replant later this fall?
It is best to wait till after a killing frost or two to plant so they don't sprout early. When they do, you can completely cover them with mulch to stop them from growing. Try that before replanting.
