Im trying to figure out if I can actually make a garden from the discarded parts of my fruits and vegetables. And if so, how?

Yes. You will remove the seeds, allow them to dry, then plant them as you would any other seed. There are a few stipulations, however. They will not resemble their parents in most cases.
