Are gerbera daisies related to dandelions?
Yes, gerberas and other daisies are related to dandelions. They belong to a plant family known as Asteraceae, also called the Composite Family. As you've noticed, the flowers have a similar shape, and each "flower" actually consists of many small flowers growing together (known as a composite flower). Here is more about it:

How best to keep Gerbera Daisy alive through the winter to be rejuvenated in the Spring. Cut all leaves back ? before or after a mild frost? does frost matter? Thx
Gerbera daisies are winter hardy in zones 8 through 10. It looks like you are in zone 6b, so it would be very difficult to keep this plant alive over the winter outdoors. The best bet would be if you can bring them indoors, or simply plant new ones next spring.
Do these flowers grow petals from the center disk?
Yes, some varieties do. It just depends on which one you have. Here is an article for further care: https://www.gardeningknowhow.com/ornamental/flowers/gerbera-daisy/growing-gerbera-daisies.htm
Gerbera daisy do not usually develop petals from the center disk. Fasciation is a term for unusual growth, including petals, and you can find pictures on the internet. Aster yellows is a disease that can cause abnormal growth/petals. It affects traditional daisies but I didn't see reference to Gerbera. Here is a link some infected daisy images: https://www.google.com/search?q=aster+yellows+disease+on+daisies&client=safari&rls=en&source=lnms&tbm=isch&sa=X&ved=0ahUKEwjJ3Jqt_-vWAhWM5IMKHW1dBhUQ_AUICigB&biw=1689&bih=896
Can my gerbera winter out and still regrow in the spring?
If it gets any lower than 10 or 15 degrees Fahrenheit then your plant will not survive throughout the winter. If it doesn't then it will survive happily outdoors. Here is an article that will help: https://www.gardeningknowhow.com/ornamental/flowers/gerbera-daisy/growing-gerbera-daisies.htm
Can this be done, and are there any special directions? I have no pictures of my gerbera daisy, so you may be surprised at what you get if this thing forces me to upload a photo, lol... a cute puppy maybe?
You will have to grow them in container over the winter. This can be done quite easily, though. Here is an article with more information: https://www.gardeningknowhow.com/ornamental/flowers/gerbera-daisy/gerbera-daisies-indoors.htm
