My geranium leaves are green and look very healthy. The usual buds came out a month or so ago. However, they come out browning, and most have not flowered. A few did, but not fully. Please suggest a remedy. Thank you.
It looks like some of them have spent petals on the ground. some flowering is a good sign. I don't suspect infection, but I may suspect nutrient deficiency or pH swings.
You can test your soil for both, fortunately:

I suspect that the pH is too low, there is not enough phosphorus and potassium in the soil, or there is too much nitrogen in the soil. These will be your most common issues. It could be a combination of those, as well.
Here is an article that will help you with the, general, care of the flower:

I live in zone 9. the plants were in pots outside. We had a period of time when we had a great deal of rain. Could that have caused rotting?
Yes, especially if the containers don't have adequate drainage holes. Fungicides may be necessary. Here are some articles that will help:

How do I look after geraniums in the winter - I have a lot and do not wish to lose them
This article should help:
I just read your article on growing. Mine is huge and I want to keep it for next year. Can I trim it back, put in shed and cover for the winter? I’m in Nampa and our winters are not too horrible. I’ve read other articles on over-wintering and I don’t want to unpot, etc. Your thoughts?
This plant is, strictly, tropical. It will not have a true dormancy. You will want to bring it indoors and continue growing it as a houseplant.
I have 2 geraniums in large pots outside and I winter them over each year. They are massive and I would like to cut each one in half and end up with 4 plants in pots. Is this possible and when should I do it?
Dividing them is possible, but I would wait until spring. They divide well during the active growing season. You can take cuttings, as well. Here are a couple of articles that will help:

I am going to try to overwinter my geraniums in pot in a basement location that has no outside windows for light. I bought a grow light and have placed them under it. please advise on the following: how far below the grow light should the pots be? how many hours a day should the grow light be on? would plain florescent shop lights also work for the geraniums? Thank you, Jan Barris
You can leave the lights on about four to six hours in the evening. You can adjust the length between the light and the plants when you see how they respond, but I would start with them about 1 foot from the plant. If the plants start getting leggy, move the light closer. And yes, fluorescent lights work well, too.
It was blooming beautifully but that has ended now.
You will want to keep it growing as it would be outside. This article will offer information on how to do that:
