I believe that you have a Colocasia bulb. There are several plants that are given the name of Elephant Ears. They are all in the arum family. In the Colocasia group there are clumping and running forms--the runners are called stolons.
Your bulb looks to be one of the running Colocasia bulbs.
These bulbs should be planted 8-10" deep.

The top of the tuber should have a series of rings visible. Small bumps are also generally visible.
The bottom of the tuber is generally more rough looking, with pocks and craters.
These large tubers generally take their time in appearing, it may be 3 to 4 weeks before it wakes up.

Make sure you are watering correctly and that the bulb is in warm and bright location.

Here is an article that discusses the shelf life of flower bulbs. The quality of the flower decreases with each season the bulb does not go into the ground, however, I would not let that deter you. I would recommend planting the bulbs no matter what - you have nothing to lose and might get rewarded!

It can take Elephant Ear bulbs 3 weeks to sprout. They are a large bulb and take time to wake up.
If the ground is cold and you see no signs of sprouting, the bulb may have suffered and it could be damaged beyond repair.
Bulbs can be started indoor 3 to 4 weeks before the last frost to give them a head start.
If you don't see any signs of life from your bulb, I would dig it up and check the condition.
If it is soft and mushy, it should be thrown away.

Elephant ear needs room to grow and can become a very large plant, so you can cut to the chase and put it in a large pot (20-36 inches wide).
