My cucumbers have flowered and some even have small baby cucumbers starting to grow. Can I transplant these cucumber plants to my garden from out of the pail where I started them?
Some vegetables can be moved and replanted at larger stages, but Cucumbers are not one of them. Leave them in the container and care for them there. You can move the bucket to an area that the vines can be supported on, such as a fence or trellis.

My cucumber plants are setting plenty of fruit, but they get no longer than an inch or two and stop growing.
Cucumbers that stop growing could be due to lack of pollination, improper nutrition, pests or disease.

a first time grower although I have tendrils growing where can I see the flowers grow on the plants
The male flowers open first and grow in clusters of three to five, while the female flowers grow on a single stem. When successfully pollinated, the female flowers develop fruit at the flower base and the male flower drop off the plant. Male flowers outnumber female flowers 10 to one. You should not be alarmed if a large number of flowers drop because these are the male flowers that have served their purpose.

I live in southern Calif and have had Vinca plants for years. Sure, they have had a few buggy issues, but this is the first time I have seen anything like these ugly critters!! They seem to all want to congregate on one flower at a time and they are huge! Mostly seen in the day time, but I just went out after sundown & saw just one. When the flash snapped, he must have flown off & I see this tiny green worm on the flower where the bug was! The worm looks similar to the ones that attack my green beans...if these large bugs eat the worms....maybe I want to keep them? Really....my veggies have only been in the dirt for 3 weeks max and already, I have a variety of bugs! In one night something has eaten lacey holes in the largest of my cumumber leaves!! Wondering if this is even worth it at this point!! Any comments or advice will be appreciated! Thanks, all!!
They appear to be "assassin bugs". And yes they are pest predators. Learn more about them with this artice:

They are not completely yellow but some are partly yellow. My garden is healthy but just the cucumbers are turning yellow.
That one is just over mature. If this is supposed to be a large cucumber variety then you may be lacking phosphorus and potassium in your soil. Lacking these will lead to small fruit, and if you leave it on expecting it to grow, then it will just go over ripe.
Make sure to add compost, or a high phosphorus and potassium mix as a top dress, as well as dolomitic lime, and you will likely see a very fast improvement.

I use neem oil and pyrethrins- nothing helps
Without knowing the insect that you are dealing with, I would suggest using Neem Oil to treat the plants.
