    You may have too much nitrogen in your soil.

    Have a soil test done, your County Extension Office for a soil test.

    Phosphorous can help boost flowering; an application of Bone Meal is an easy way to do this.

    There are varieties of hydrangea that have been developed to bloom only around the edge of the flower cluster. Sounds like you have one of these varieties.
