I used small potted caladiums to plant a small bed in an appropriate area of my garden. Something continues to pull the plants out - roots and all. Any idea what could cause this problem?
It's probably a squirrel, digging a place to plant his nut bounty.

Can you please tell me what the name of this plant is?
This is Caladium bicolor. Here is an article that will help you with its care:

My daughter brought me this beautiful house plant for my birthday and my son moved back home with a kitten, which grossly peed in it and literally ruined it down to the bulbs. There aren't even any roots on them but the bulbs I see havnt shrivelled up as yet,is there any chance of them surviving and what's your best advice please.id be so grateful.i don't want to give up on them...if possible!!
There isn't, really, anything that you can do to speed up its recovery, other than to repot it into fresh soil. Unfortunately, unless you can keep it from happening again, it will not likely survive. Cat urine will be too nitrogen rich, causing immediate burning of the plant.

when & How to store calidium blubs and in what medium vermiculite or peat?
You could use either, as long as it is completely dry! You could, also, use newspaper or you could also store them in cardboard, alone.

I live in Zone 7b. I bought some Caladium bulbs today that I would like to grow in planters rather than grow them in the ground. Can I plant them now and keep the planters indoors until late April?
Yes, you can plant them now in containers. Be sure they are kept in a warm area with bright light. Here is more:

We have shaded areas that we need some color in and thought caladiums would be good. Have we waited too late in the year to plant the bulbs?
They can be planted as soon as the soil warms up in spring. If it is already hot, you can plant them, but they will need to be watered often. They will grow in shade, but they actually prefer part sun and will bloom if given enough light.
