I have a buddleia which I planted last spring. Last year and this year at this time all the new growth is getting eaten. Whatever it is eating it doesn't stick to the new leaves, it is also eating through the stems. I have looked closely, and even used a magnifying glass but there is nothing on the effected shoots, or anywhere else on the plant. I have sprayed the plant with "Provado ultimate bug killer", but it doesn't have any effect. Any help and advice will be much appreciated.

It could be any butterfly species' caterpillar, though! This is the primary reason for the shrub being in most gardens will be to have something for caterpillars to feed on. Since this shrub is highly invasive... It usually poses no trouble at all. It will handle the most severe prunings, while coming back with a vengeance when the threat is gone.
I would recommend letting nature take its course. Better to practice, now, while the shrub is young. Once it matures, it may become uncontrollably invasive.

I have my butterfly bush in a big pot, it was doing great and then we got a lot of rain in a short time and by the time I got home from work 7 hours later it was wilted and there was standing water, I drained what I could out of the pot 2 or 3 times that day. I have it under my patio table and have a trash bag laying on the table above the plant so that it can still get air and some sun when its not behind the clouds.... Should I do anything diffrent?
Make sure you have well-draining soil in the container. If it isn't, add some perlite around the top and try to work a little into the soil. Also, the container should have ample drainage holes. If it doesn't, consider repotting.

I would say it succumbed to winter. There should have been some new growth in May. You can tell if a stem is still alive by scraping off some of the bark. It should be green underneath.

I can't see any bugs, no webbing of mites, and cannot find any info on this problem in diseases of Buddleias. I have a similar problem starting on a Japanese Kiera, but not nearly as bad.
There are several pests that can skeletonize plant leaves. Japanese beetles are prevalent, but they can be seen during the day munching away. Night pests such as slugs and snails are harder to find. This article gives some ideas for curtailing this feeding.

We planted our Black knight butterfly bush seven weeks ago, on the west side of our house, it gets 6-7 hours of sunlight. It started out with a bang, with big blooms but they died off fast and the new ones don't seem to be as big even as small as about an inch and they die off??? We have watched several you tube videos with conflicting ideas to really water to only water 2 times a week or less? to fertilize and not to fertilize?? we are just wondering if you have any tips or ideas for us, we are so confused about the watering issue. It has been steadily in the high 80's to low 90's for the past few weeks. I hope you may have some suggestions for us? Thank you.
I've grown a Black Knight before and it got tall but not very full. Butterfly bushes rarely need fertilizer so be careful with that. They need to be pruned almost to the ground in late winter. You can choose whether to deadhead; they look tidier if you do. Well draining soil is important so they don't get root rot. Once established, they only need to be watered during dry spells.

I have 2 butterfly bushes bought at the same time and same place. one has leaves to the ground the other has leaves one foot off the ground?
