Q.What Is Eating The Leaves Of My Buddleia? It’s Making Lace Of Them!
I can’t see any bugs, no webbing of mites, and cannot find any info on this problem in diseases of Buddleias. I have a similar problem starting on a Japanese Kiera, but not nearly as bad.

There are several pests that can skeletonize plant leaves. Japanese beetles are prevalent, but they can be seen during the day munching away. Night pests such as slugs and snails are harder to find. This article gives some ideas for curtailing this feeding.
