Why Different???

I have 2 butterfly bushes bought at the same time and same place. one has leaves to the ground the other has leaves one foot off the ground?

It probably was pruned that way at the nursery. They should be cut back in the spring, so they will both look the same then. Here is how to take care of butterfly bushes:
