Do you harvest Brussel sprouts after the first freeze? I was told that Brussel sprouts should not be picked until the first frost. They will taste much better. Is that true?

I planted my brussel sprouts in May. The plants are big but the sprouts aren't. I have cut the leaves off except the very top, and now the bottom sprouts have begun to get big leaves around them like they are loosening up. Have I waited too long to cut them off the stalk? How do you tell when they are ready?
I planted 6 Brussel Sprouts plants in April. I noticed that one plant is now going to seed while the other plants appear dormant. All plants (except the the seeding plant) are approx 600mm in height (2 feet). No fruit has appeared on any of these plants. Could you please advise me of the reason why and my best options from here?
If the plants are producing seeds, they have bolted.
Brussels Sprouts do take up to 100 days to produce.

Second year of trying to grow Brussel sprouts in NE Ohio. First year, small heads. This year no sprouts for heads to even form on. Why?
Brussel sprouts take a long time to mature and need cool weather to grow well.

Can brussels sprouts withstand a hard freeze? Mine are still maturing and I'd like to wait a couple more weeks. We're having some night temps fall to 31 degrees or below.
According to this website (http://www.harvesttotable.com/2009/01/how_to_grow_brussels_sprouts/) brussel sprouts "can tolerate temperatures as low as 20°F but prolonged cold, lack of moisture and too much heat will cause Brussels sprouts to bolt and go directly to seed."
Can you grow brussels sprouts from an existing plant or sprout instead of buying seeds? My plants have survived the winter but will my crop still taste good or can I produce new plants from the crop? And how? Thanks in advance.
Most gardeners treat Brussel sprouts as an annual crop, removing the plant after harvesting.
You can harvest individual sprouts, starting from the bottom and working your way up the plant.
In cool weather the plant will produce quite some time, even up into the winter months.
When the plant is spent, it can then be pulled up and removed.
You should start new plants again this spring.

If my Brussels sprouts flower before they start producing fruit, is that bad? I live in Arizona and planted them in January and now they are flowering.
Your Brussels sprouts have bolting and will not produce any sprouts.
