I turned off some of the grow lights to get a clearer picture. I think this might help.
I will answer on this one, and delete the original. This is a case of Aphids! Here are some articles that will help you:

Hello! Do I need to cut off or dead head bloomed flowers on my Charles Grimaldi brugmansia? It is a young plant not even 2 ft tall from top of pot and is doing tremendously well and beautiful. I have about 15 flowers for my very first bloom and they are in varying stages of coming to an end and a few fell off, but what about their long base of the flower stem remaining. Should I trim it off? Someone gave me this as a very small starter & is my first one. I transplanted it once. So far. Thanks in advance!
I should've included a pic of what I was asking about. I will do so in another question
Does the Brugmansia stem have to fork near the bottom in order to bloom? If so, how do I make it fork?
I didn't see anything about that in my research, but these articles should help:

I have had these plants for 4 years and they have only bloomed once. They are the big flowering Trumpet plants. Would you have any suggestions to make them bloom? I am attaching a picture. Thank you. Terry
They prefer full sun or partial sun to perform their best. They may need more potting soil and a larger pot by now. Be careful if you decide to plant them in the ground (or if they start to propagate from seed when they flower) as they are very invasive here in Fort Worth and extremely difficult to get rid of. I have been trying to kill some vines for the last 20 years organically and may now need to use some heavy duty chemicals.
I have 3 rooted cuttings from Brugmansia about 2 months old. They started out great but have slowly developed a disease affecting the leaves. New leaves start to pucker and curl with raised spots. Spots start to turn rust color and then fall away leaving tiny holes in the leaves. Eventually the entire leaf turns yellow and falls off. Acts like a fungus but none of us has ever seen this before. Can you tell me what it is and how to treat it ?
Could be edema. Here is more:

They can't tolerate a freeze so you will need to treat it for cold damage. Here is more:
