The photo shows a part of my bleeding heart plant, at least it's attached to the plant and is growing out of the plant but it looks like a weed to me. What is it? Is it part of the bleeding heart plant? It's getting taller than my tree and seems to be suffocating the bleeding hearts.

If the leaf structure if different then the main plant, you certainly could have a weed or even a tree self seeded growing out.
You could carefully cut away the invasive plant material.

My Bleeding Heart plant has brown stalks/leaves and looks like it is dying out. There is new growth, but wondering if I can just cut down the brown stalks/leaves? If it's newly planted, then it could be transplant shock (which normally rights itself) or in need of more water. You can remove any brown/dying growth. Also make sure the plant is receiving adequate water with good drainage.
