No, this should not affect the plant's blooming.

I believe that is a variegated azalea. Possibly this variety: https://davesgarden.com/guides/pf/showimage/276206/

The first step should be to identify what is troubling your azaleas. It could be fungus, but it could be something else. Also, if it is fungus, what type - different treatments for different diseases. Here's a quick rundown on common azalea problems: https://www.gardeningknowhow.com/ornamental/shrubs/azalea/common-azalea-problems.htm

If you're in the US, you can take some plant samples to the County Extension Service for analysis and advice on treatment. This link will help you find your local office: https://www.gardeningknowhow.com/extension-search/

    Hello,

Thank you for sending us your gardening question.

Ideally, azaleas are pruned to their natural form rather than sheared into some arbitrary shape. A fountain spray shape sounds very free-flowing and more natural versus a rigid shape like a square, so it is quite possible your friend pruned it to look like that with some well orchestrated snips of his/her shears. You can also turn azalea bushes into miniature bonsai trees if you are interested in some really creative pruning.

Please let us know if you have any other gardening questions and happy gardening!

    Thanks

What type of azalea do you have? Some varieties drop seed pods\balls to the ground. When you are raking you are disturbing the seed pods (which have since dried out) and cracking them open which is releasing several hundred seeds into the air, which is probably the "dust" you were seeing.

I'm not sure what would be 'acorn like' except acorns. Do you have chipmunks, squirrels or even rodents that may be using the azalea as a hiding spot?
I would clean the area well, and watch for any further damage to the plant itself.
