Good Afternoon, Old apple tree - over period bark peeling thought at first fox damage, but my neighbour suggested is it possible local garden owner may have used some form of poison to deal with the dreaded vine and caused that situation to effect the tree, Regards. Alan.
Peeling bark could be from sunscald, disease or pests and of coarse the two possibilities you list also.
Inspect the tree more closely for any other signs of pests, cankers, leaf diseases.

There is a dark area around the base of the tree and the tree is losing sap; the tree still blooms and makes apples. However the apples do not mature.
Sounds like apple cankers. This disease can not be cured. You can add more phosphorus and potassium to help with fruiting, but the disease will stay with the tree until it dies off.
when is the best time to spray apple trees for codling moth and what do I spray the tree with?
My apple tree had beautiful leaves an bloosoms thought I would get nice apples then the leaves started to turn brown an then black why how come??? What possibly happened?
There are several diseases that can cause these symptoms. It can be difficult to diagnose without a photo- the best thing to do is to contact an extension office near you, since they will know what diseases are common in your area. Meanwhile, here are some resources you can refer to:

How much water does an apple tree need weekly or daily to grow properly?
This amount can vary greatly depending on the temperature, and humidity, and many other factors. Generally, you will want to water when the soil is dry down to a depth of about 2 inches. Once it is dry passed this point, it will need to be watered, but can survive for just a little longer after this point.
Hi there Someone reversed over our apple tree and it looks like the trunk is up to 50% severed just below the soil. The tree is about 8 yeas old but had been in a pot for 6 of them so is still quite small at no more then 5 feet high. I have it staked straight again so the 'wound' is closed, and have added top soil and some garden compost but I'm not sure what else to do so any advice greatly appreciated ! Thanks Ken
As long as there is still a good portion of the tree still attached, they can usually recover from this kind of damage on their own. I would water once with a gallon of water, but replace 1/4 of the water with peroxide. This will help keep away an infection.
Your tree may not bear a full crop next year, but by the next, it should be producing well again.
