There is a dark area around the base of the tree and the tree is losing sap; the tree still blooms and makes apples.However the apples do not mature.

Sounds like apple cankers. This disease can not be cured. You can add more phosphorus and potassium to help with fruiting, but the disease will stay with the tree until it dies off.
