Specific Physical Characteristic of Bell Pepper Plant

I have a bell pepper plant in a raised bed and I noticed that where each branch extends from base, there is black. I planted these plants about two weeks ago. I did not start with seeds. Could this be a disease problem?

The plant could be in the early stage of blight-caused from a soil-borne fungal infection. It's also more prevalent in poorly drained soils and humid conditions. If it's just starting, fungicide may be helpful. Here is an article dealing with other pepper problems that you may find helpful:
