This year is greatly increased compared to prior years and 4 years ago neighbor Removed his bamboo adjacent to our fence near the tree. In the removal, some of my roots were cut

The twiggy growth can be removed if you can reach it. It looks like water sprouts, probably initiated by the root damage stress. Give your tree the best possible care.
