Q.Problem With Dahlia Stems

We have two white Dahlias in our garden. The leaves on one are turning yellow, but on looking at the bottom of the stems, we notice a growth which looks like a Broccoli head surrounding all stems? Could you advise please

Unfortunately, your photo did not come through. It could be bacterial or fungal, though. a fungicide can help, but if the damage has progressed too far, then it may be best to start over. These articles will help:
