Q.PLEASE HELP!
I currently live in a terraced house and both gardens either side are more or less level. My garden however is just on big slope. Due to this lockdown i wanted to level the garden out in order to make better use of it, i have wet the ground in order to make it easier to dig up and once i got a few centimetres down it seems the council have put soil and grass seeds over a layer of concrete so i am unable to level this out properly like i wanted to. i have limited resources due to COVID-19 but i am willing to do anything in order to make this as flat as possible so i am able to out decking out there. also the wall at the end of my very tiny garden is a wall which is somebody else’s garage wall. i do not know what to do or where to go with this. Any advice or help would be greatly appreciated. Many Thanks Paige

You will have to add soil, since you cannot dig.
As far as what to do with your neighbor's property- You will have to consult your local authorities on that matter.
