Pests on herbs

Question

I have noticed spots on my mint and basil. The basil was planted more recently, but I didn’t notice if the spots on the mint showed up before or after the basil was planted. I had the same plants last year in the same place, with no problems

Any thoughts on what is causing it, and how to fix it?

My guess would be Aphids, or another sucking insect.
Insecticidal soaps or Neem Oil can be used on Herbs safely.
