The plant should have been producing more than two or three blooms each year. The number one reason plants don't bloom is lack of light. Is your peony in full sun (6 to 8 hours a day). They can take less than full sun, but the stems won't be as sturdy and may elongate. Here are care tips that should help identify a problem:
